I made it clear, and the Bally reservations person agreed on the exact tower we were booking. We went so far as to check their website to make sure that we were talking about the same Tower since Bally's has 3 or 4 'towers'. The person who took my phone reservation make it clear that I was paying more and therefore would be getting our rooms in the Bally's Tower. So when my husband and I planned a vacation there with friends I called to make reservations in the Tower and even agreed to pay more for these exceptional rooms. And we especially like the Bally Tower rooms.
We have been staying at Bally's AC for years - often twice a year, often for a full week.
